ispc/ispd - controlling internet access
When a complete network of various (client) machines is connected via a dial-up connection to the internet and your ISP (or telco) charges you for every call and/or by online time, it is a good thing to know you are only charged for things someone wanted.
While UNIX machines can be configured to only make wanted internet access, this is nearly impossible for Win9x machines. Even NT/Win2K machines are more or less well-behaved.
