The Notification Problem

Once we have added new states, we can start to see where we want notifications to go out.

Our current system (and most others) notifies the submitter and assignee when a state change happens.

Jira (and possibly others) has the concept that individuals can "subscribe" to certain bugs. I believe this is necessary but insufficient.

I believe that we will be best served by a system that will allow developers to subscribe to bugs for certain systems or subsystems: e.g. "notify me when ata bugs are accepted", "notify me when bugs against -current are accepted", and so forth.

As far as I can tell, no current system does this by default.
